To undertake LSC, Cornell secured real property, negotiated easements, and reached agreement with local municipalities, schools, businesses, and institutions, including:
- The purchase of eighteen acres on East Shore Drive for the heat exchange facility. A boat club and marina at this site continued to function.
- An easement granted by the Ithaca City School District allowing Cornell to cross school property for about 2,000 of the 11,000 feet of low-cost cooling from Cornell's campus chilled water system via the piping routed across District property and other considerations - a package estimated to be worth $750,000 to taxpayers over the next twenty-five years.
- A 3,000-foot easement granted by the City of Ithaca in exchange for significant improvements to streets and sidewalks and access to utility lines. This allowed the city to make major infrastructure improvements along the route - a package estimated to be worth $1.2 million to taxpayers.
- Negotiation of five private easements as part of the pipeline route.
